Any person, firm or corporation violating any rule of the Rules and Regulations adopted by the Board of Trustees of Public Affairs, at its meeting held May 27, 1935, for the preservation of pure water in the reservoir of the water works shall be fined not more than one hundred dollars ($100.00).
