When the owner of real estate adjacent to any unimproved street, applies for permission to construct a concrete or asphalt concrete driveway from his property into the unimproved street, he shall, before constructing such driveway, secure a street grade from the Municipal Engineer. Upon the written consent of Council the owner may construct the driveway all in accordance with the grade of the street as furnished by the Engineer.
