When an application is filed with Council, Council may grant such application, subject to the rules as set forth in the permit, designating what portion of the sidewalk is to be used and the length of time such sidewalk or part thereof may be used. During the construction period, Council may require the owner or contractor to construct at his sole expense proper safeguards during the time of construction or repairs. The safeguards shall be set forth in the permit.
