No person, firm or corporation, shall use any part of a sidewalk within the Municipality for any purpose without first obtaining the written consent of Council.
In the event of a construction of a new sidewalk or the repair of the same, or where a builder or owner are constructing or repairing a building, and the work requires a part of the sidewalk adjacent to such building site for the use of placing materials, scaffold or machinery necessary to be used in the construction, the owner and contractor shall make an application to Council for a written permit to use the sidewalk, or a part thereof, or for the construction of a new sidewalk or the construction or repair of a building adjacent to the sidewalk, giving a description of the work to be done and the time required to use such sidewalk.
