901.01 WRITTEN CONSENT OF COUNCIL REQUIRED.
   (a)   No person, firm or corporation shall make an opening by excavation or otherwise in any street, alley or public way, unless such person, firm or corporation has obtained the written consent of Council to do so. The person, firm or corporation desiring to make an opening in any street, alley or public way shall make a written application, giving the following information:
      (1)   The size of the opening to be made;
      (2)   The purpose for which the opening is to be made;
      (3)   The time required to complete the work and restore the affected area to its original condition which shall not exceed forty-five days, unless Council by motion permits a longer period of time; and
      (4)    If the application is for the laying or relocation of utility lines, the application must be accompanied by an accurate plat showing the proposed location of such utility lines.
   (b)    No person, firm or corporation whose application for the laying or relocation of utility lines is granted shall deviate from the plat required by subsection (a) hereof in the actual laying or relocation of such utility lines.
