Whenever the Director of Law is of the opinion that a junk yard is being operated or maintained in violation of any provision of this chapter he may apply, in the name of the State, to a court of competent jurisdiction alleging the violation of and praying for an injunction or other proper relief. If such a case the court may order such junk yard abated as a nuisance or make such other order as may be proper. An action brought under the provisions of this section shall be deemed to be a bar to a prosecution under the provisions of this chapter.
