Twice annually the Police Chief shall inspect every junk yard located within his jurisdiction for which a license has been issued under the authority of this chapter, to obtain information with regard to whether the licensee's business has been and is being conducted in accordance with the provisions of this chapter. The Police Chief shall submit a written report of each such examination to the Mayor.
The Police Chief shall, for the purpose of this inspection, have free access to the grounds and buildings used in the conduct of junk yard business by the licensee.
Such inspection may be made at any time, at the option of the Police Chief during regular working hours of the licensee or between 8:00 a.m. and 5:00 p.m. Monday through Friday.
