Any person operating or maintaining a junk yard within 1000 feet of a State road, public street or an alley prior to the effective date of this section (Ordinance 885, passed November 18, 1963 ), shall have one year thereafter to erect a fence, if the junk yard is not obscured by natural objects. If, after January l, 1964, a junk yard is established within 1000 feet of a State road, public street or an alley, it must be so located that the view thereof from such State road, public street or alley is obscured by natural objects or a fence. If the junk yard is so obscured by natural objects or a fence, the person operating or maintaining it shall be entitled to a license.
