521.08 LITTERING AND DEPOSIT OF GARBAGE, RUBBISH, JUNK, ETC.
   (a)    No person shall place or dispose of in any manner, any garbage, waste, peelings of vegetables or fruits, rubbish, ashes, cans, bottles, wire, paper, cartons, boxes, parts of automobiles, wagons, furniture, glass, oil or anything else of an unsightly or unsanitary nature:
      (1)    On any public road, street, highway, alley, sidewalk, parkway or park drive within the Municipality; or
      (2)    On any land or property owned, controlled or administered by the Municipality, whether within or outside the corporate limits of the Municipality;

      (3)    On the premises of another or in any place to the damage or prejudice of others or the public. (Adopting Ordinance)
   
   (b)    This section does not apply to the placing or disposing of any substance:
      (1)    Under the supervision or direction of the Sewage Department of the Municipality; or
      (2)    Under the direction of municipal officials on special clean-up days; or
      (3)    On any land provided by the Municipality for such purposes; or
      (4)    In accordance with the requirements of the garbage collection agency or contractor of the Municipality.

   (c)    Whoever violates this section is guilty of a minor misdemeanor.
