As used in this chapter, “bikeway” means the entire right-of-way of the bikeway through the City of St. Clairsville, owned by the City and operated by the Department of Parks and Recreation, constructed on the former Wheeling and Lake Erie Railway Company right-of-way and City streets and known as the National Road Bikeway.
