(a) Parking in Lots 3 and 4 shall be by permit. Whoever wishes to park a vehicle in an individual parking space in Lots 3 and 4 shall first obtain a parking permit from the City, except as hereinafter provided. The monthly fee for parking in Lots 3 and 4 is set at twenty-five dollars ($25.00).
(b) No person shall permit a vehicle to be parked in a parking space in Lots 3 and 4 during the hours of 7:00 a.m. to 5:00 p.m. of each day unless there is on display in the lower right front window an unexpired parking permit sticker issued by the City.
(c) Whoever violates this section shall pay a parking fine of five dollars ($5.00) on the first offense, the sum of ten dollars ($10.00) for the second offense, and shall be towed at the expense of the owner and/or operator on each succeeding offense involving the same vehicle.
(d) Residents living on Woodrow Avenue shall be issued a parking permit at no cost to park in Lots 3 and 4.
