(a) Parking in Lots 1 and 2 shall be metered. Whenever a vehicle is parked in an individual parking space in Lots 1 and 2, the person parking the vehicle shall deposit in the parking meter sufficient coins as designated on the meter to prevent the time-expired signal from appearing in the face of the meter. The parking meters shall be in operation from 7:00 a.m. until 5:00 p.m. on each day excluding Sundays and legal holidays. The parking meters shall be ten hour meters and the parking fee shall be ten cents (10¢) per half hour. There shall be no limitation on the number of consecutive hours that a motor vehicle may be parked at a parking space in lots numbered 1 and 2.

(b) No person shall permit a vehicle to be parked in a public space during the hours of metered parking while the parking meter displays a signal that time has expired.
(c) Whoever violates this section shall pay a parking fine of two dollars ($2.00) on the first offense; the sum of five dollars ($5.00) on the second offense involving the same vehicle occurring on the same day as the first offense and shall be towed at the expense of the owner and/or operator on the third offense involving the same vehicle occurring on the same day as the first and second offense.
