The Downtown Parking District shall consist of the following area in the Municipality:
(a) Main Street from Sugar Street at its eastern terminus to Marietta Street at its western terminus.
(b) North Market Street and South Market Street from Newell Avenue at its northern terminus to Woodrow Avenue at its southern terminus.
