(a) No person who is the owner, operator, agent, employee or other person in charge of a motor vehicle shall permit such motor vehicle to remain parked, standing or abandoned upon a public street for a continuous period in excess of forty-eight hours, except if such motor vehicle is parked directly in front of, and on the same side of the street as the premises owned, rented or leased by the owner, operator, agent, employee or other person in charge of such motor vehicle. This section shall not be construed as affecting any other parking regulation now in effect or that may hereafter become effective, but shall be construed as an additional parking restriction.

(b) Whoever violates any provision of this section is guilty of a minor misdemeanor on a first offense; on a second offense within one year after the first offense, the person is guilty of a misdemeanor of the fourth degree; on each subsequent offense within one year after the first offense, the person is guilty of a misdemeanor of the third degree.
