157.04 PENALTIES.
   The City may, at its sole discretion, discharge any employee who tests positive for drugs or alcohol except any employee who voluntarily informs the City that he has a drug/alcohol abuse problem, and requests assistance through a treatment program shall not be discharged on a first offense.
   If any employee fails follow-up tests, he may be discharged at the sole discretion of the City.
   Pre-employment positive drug/alcohol test results will dictate that the candidate shall not be hired. A medical review officer will discuss any positive results with the testee.
