(EDITOR'S NOTE: The City of St. Clairsville and the Township of Richland have formed the Cumberland Trail Joint Fire District under the provisions of Ohio R.C. 505.371. By Ordinance 90-6, passed January 15, 1990, Council abolished the City Fire Department and position of Fire Chief.)
