131.03 GRATUITIES FOR PERFORMING MARRIAGES.
   (a)   The Mayor is hereby permitted to receive and claim as his own, moneys gratuitously given him for the solemnization of a marriage.
   (b)   This section shall be applied retroactively from January 1, 1984.
