From and after the date this section takes effect, (Ordinance 645, passed July 7, 1949), all licenses and fees as required by ordinances of the City and issued and collected by the Mayor shall be issued for a period of one year and the license fee shall be collected for a period of one year. No refund shall be granted of a license fee within the year in which it was issued nor at any time thereafter.
