111.03 RULES FOR CITIZENS TO ADDRESS COUNCIL.
   In accordance with Article III, Section 9 , of the City Charter and in accordance with Ohio R.C. 121.22, Council hereby adopts the following rules and regulations for a member of the public to be placed on the agenda to address Council at an open public meeting of Council:
   (a)   The individual desiring to be placed on the agenda must contact the Council Clerk before 4:30 p.m. one (1) business day before the scheduled meeting to be placed on the agenda.
   (b)   The individual must provide a written summary of the issue or issues to be brought before the Council.
   (c)   An issue cannot be a brought before Council which has been discussed at a previous meeting and the issue must be of such a nature and importance appropriate for the attention of Council. This determination will be made at the discretion of the Council President or Law Director.
   (d)   If multiple persons are interested in bringing the same issue to Council only one spokesperson may be heard to present the issue.
   (e)   The individual is permitted only five (5) minutes to present his or her issue unless Council permits additional time.
