(a) It shall be the duty and responsibility of the Mayor to see to the full and faithful compliance with the requirements of these rules. However, this does not preclude the giving of notices by any other municipal officer or employee.
(b) A certificate by the Mayor as to compliance with these rules shall be conclusive upon this City and the public body involved.
(c) To better ensure compliance with these rules it shall be the responsibility of the President or Chairman of each municipal body other than Council, or the person or persons calling the meeting, to timely advise the Mayor of future meetings of such public body, and the subject matters to be discussed thereof.
(d) A reasonable attempt at notification shall constitute notification in compliance with these rules.
(e) The Mayor shall maintain a record of the date and manner, and time, if pertinent under these rules, of all actions taken with regard to notices and notifications under these rules.
