(a) Notice of every special meeting of any public body shall be given to each news medium that has requested notification not later than the first day preceding the day of the meeting by oral notification giving time, place and purpose of the meeting, except in the event of an emergency requiring immediate offfcial action, in which event the notice shall be given immediately after the calling of such meeting.
(b) The news medium's request for notification shall be made to the Mayor, in writing, shall state the telephone number and address of the news medium, and individual representative, if any, to be specifically notified. The written request shall be effective through the end of the calendar year for which it is made. Annual requests must be made for each calendar year.
