(a) Customers within City Limits who wish to have bagged leaves collected by City crews are required to purchase and use outdoor paper lawn and leaf bags that are more environmentally-sound, less labor intensive, and more economical for the City to dispose of than are plastic bags.
(b) These paper lawn and leaf bags shall be coated so that they sustain outdoor use and are suitable for composting and removal of organic and biodegradable waste.
