If a dwelling unit or structure which has received a notice of violation is sold, transferred, mortgaged, leased or otherwise disposed of, the notice of violation does not expire. The grantee, transferee, mortgagee, or lessee shall be responsible for compliance with the order or notice of violation. It is the responsibility of the seller, transferor, mortgagor, or lessor to ensure that proper notification is given to the grantee, transferee, mortgagee, or lessee.
