If the utilities, pavement and other land improvements required for the proposed subdivision are of oversized design or with extensions provided to serve nearby land which is an integral part of the neighborhood service or drainage area as determined by the Director of Public Service, then the developer shall pay the additional cost of the improvement, and may be reimbursed in part or whole of the cost, through the City's collection and rebate of future tap-in fees charged to users of the system.
