Whenever the tract to be subdivided or developed adjoins an existing street, public facility or utility, which does not meet the City's standard specifications, the developer may be required to alter and repair the existing facilities in accordance with the City's current specifications. This may be necessitated in cases where the new development will place a strain on existing facilities or in cases where an improvement of existing facilities is necessary to properly provide services to the new development.
