For a subdivision within the City, the subdivider shall pay the cost to the City of the review of the plans and specifications, inspection and engineering supervision of construction by the engineer and expenses incident to such improvements. If required by the City, the subdivider shall deposit such sums of money as are estimated to be necessary for the foregoing purposes, and in the event that such estimated amounts are found to be insufficient, shall deposit such additional sum as may be necessary. All unexpended moneys so deposited are to be refunded.
