The developer shall have a competent engineer submit as-built drawings from all subsurface facilities to be owned and operated by the City. These drawings shall be submitted and accepted in writing by the City before the plat is approved, or if plat approval is to be gained prior to completion, a sum of money shall be escrowed in an amount sufficient to cover plan completion.
