The arrangement, character, width and location of all streets or extensions thereof shall conform with the Construction Regulations, these standards and ordinances. Streets not contained in the aforementioned standards shall conform to the recommendation of the Director of Public Service based upon the design standards set forth herein and in the Construction Regulations and ordinances. In addition, no final plat of land within the area in which an existing zoning ordinance, or resolution is in effect shall be approved unless it conforms with such ordinance or resolution.
