The regulations, ordinances and rules herein, and the City's Construction Regulations, ordinances and Zoning Regulations, shall control the manner in which streets, lots and other elements of a subdivision are arranged on the land. These design controls shall help insure convenient and safe streets, creation of usable lots, and provision of space for public utilities. The planning of attractive and functional neighborhoods shall be promoted, minimizing the undesirable features of unplanned, haphazard growth.
The City Planning Commission and the Director of Public Service has the responsibility for reviewing the design of each future subdivision early in its design development. The Commission shall insure that all of the requirements are met. Details of the development shall then be relayed to Council who has the sole authority for final approval and disapproval of the subdivision.
