1163.20 MINOR SUBDIVISIONS.
   Approval without a plat of a minor subdivision may be granted by Council if the proposed division of a parcel of land meets all of the following conditions:
   (a)    The proposed subdivision is located along an existing public road and involves no opening, widening or extension of any street or road;
   (b)    No more than five lots are involved after the original parcel has heen completely subdivided;
   (c)    The proposed subdivision is not contrary to applicable subdivision or zoning regulations;
   (d)    The property has been surveyed and a sketch and legal description of the property is submitted with the application.
   If approval is given under these provisions by the City Planning Commission, which shall rule within seventy days, Council shall within thirty working days after submission approve such proposed division, and upon presentation of conveyance for such parcel, shall issue a letter stating "Approval by City Council - No Plat Required" and the authorized representative of Council shall sign the conveyance. As is the case in the review of a preliminary and final plat, it is the duty of the City Planning Commission to initially review the proposal and make a formal written recommendation to Council prior to Council's action.
