The preliminary plat shall be drawn at a scale not less than one inch equals fifty feet. Standard profile scale shall be one inch equals fifty feet horizontally, and one inch equals ten feet vertically, and shall be one or more sheets twenty-four inches by thirty-six inches in size, inside border to border twenty-one inches by thirty-three and one-half inches.
