(a) The purpose of the sign regulations is to encourage the effective use of signs as a means of communication in the city; to maintain and enhance the aesthetic environment and the city’s ability to attract sources of economic development and growth; to improve pedestrian and traffic safety; to minimize the possible adverse effect of signs on nearby public and private property; and to enable the fair and consistent enforcement of these sign restrictions.
(b) A sign may only be erected, placed, established, painted, created, or maintained in conformance with the standards, procedures, exemption, and other requirements of this ordinance. The ordinance is:
(1) To establish a permit process to allow signs in residential, commercial and industrial zones;
(2) To allow certain signs that are small and unobtrusive and related to a permitted use without a permit;
(3) To allow for temporary signs without commercial messages within the public right-of- way;
(4) To prohibit signs not permitted by this ordinance;
(5) To provide enforcement for the provisions of the ordinance.
