1141.11 SUBSTANTIALLY SIMILAR USES.
   Where a specific use is proposed that is not listed, the Planning and Zoning Administrator, with the approval of the Board of Zoning Appeals, will make a determination that the proposed use is substantially similar to any use provided for in Chapters 1141 above. Should such a finding be made, the use shall be permitted only in those districts and in the manner that the uses provided for in Chapters 1141 are permitted. In making such a determination, the Board of Zoning Appeals shall prepare a document that shall contain an explanation of why the use was determined to be substantially similar.
