The as-built engineering plans and specifications prepared by the engineering consultant to the City, and dated December, 1990, a copy of which is on file in the office of the Director of Public Service, is hereby adopted as the design standards for any and all repair and replacement of sidewalks, curbs, street furnishings, street lighting facilities, landscaping and all necessary appurtenances thereto in the following area within the Historic Downtown District, hereafter referred to as the "Improved Area":
(a) The north and south sides of Main Street extending from South Sugar Street to Marietta Street.
(b) The east and west sides of South Market Street extending from Woodrow Avenue to Main Street.
(c) The east and west sides of North Market Street extending from Newell Avenue to Main Street.
(d) The east side of South Marietta Street extending from Patrick Alley to Main Street.
(e) The east side of North Marietta Street extending from David Alley to Main Street.
