Council shall have the following powers and duties with respect to the administration and enforcement of this Zoning Ordinance:
(a) To review, render decision, and enact amendments to the provisions of the Ordinance and official zoning map.
(b) To initiate amendments to the provisions of the Ordinance and official zoning map through ordinance or resolution and forwarding said action to the Planning Commission for review and recommendation.
(c) Request by resolution or require by ordinance duties of the Planning Commission.
