(a) Belco Crafts, Inc./Belmont Industries (hereafter “Belco Crafts”) is hereby granted the exclusive right through December 31, 1993, to pick up and collect, at curbside, all aluminum and steel cans which have been placed at curbside by City residents and businesses for pickup, removal and disposal. No other person, firm or corporation, except Belco Crafts, shall pick up and remove any aluminum or steel cans which have been specifically separated from other trash and placed at curbside for collection and removal.
(b) Belco Crafts shall not charge the City or its residents for the collection and disposal of such aluminum and steel cans, but shall be entitled to dispose of the aluminum and steel cans and retain all proceeds therefrom.
(c) Belco Crafts shall maintain in full force and effect on all motor vehicles utilized in the collection of such cans liability insurance coverage in an amount not less than two hundred fifty thousand dollars ($250,000) for bodily injury or death to any one person and five hundred thousand dollars ($500,000) for bodily injury or death per accident and fifty thousand dollars ($50,000) or one hundred thousand dollars ($100,000) for property damage.
