To provide for the disposal of garbage within the Municipality, Council shall receive bids or proposals for the disposal of garbage to be collected from the homes and other places of the Municipality.
Such bid or proposal shall state the amount the collector of garbage will collect from the homes and other places and a price for the disposal of the garbage.
From the bids or proposals received by Council, a person shall be designated exclusively to collect and dispose of all garbage collected, by a contract which states the amount to be charged from the homes and other places, and the amount to be paid by the Municipality for the disposal of the garbage. No person shall collect or haul garbage for hire without a contract with the Municipality.
