If St. Clairsville Municipal Utilities is aware of a landlord-tenant relationship in which the account is listed in the name of the landlord for property utilized by a tenant, the tenant has the opportunity to pay the delinquent bill to avoid termination of service. The service can be transferred to the tenant’s name if the tenant is in good-standing with ST. Clairsville Municipal Utilities and pays the required deposit.
