(A) Replacing, discarding, disposing or leaving of any trash, refuse or garbage upon a street or highway located within the town or upon property owned or operated by the town is hereby declared unlawful and shall be prohibited; provided, however, that garbage, refuse or trash may be placed in a designated location or container for removal by the town’s garbage or trash service collector.
(B) Replacing, discarding, disposing or leaving of any trash, refuse or garbage upon private property located within the municipality without the consent of the owner, occupant or lessee thereof is hereby declared unlawful and is prohibited. The placing, discarding, disposing or leaving of any trash, refuse or garbage shall, for each day or portion thereof that the articles or matter are left, constitute a separate offense.
