This section may be enforced by any one, or all or a combination of the remedies authorized and prescribed herein and otherwise authorized and prescribed as set forth in G.S. §§ 14-4 and 160A-175. Unless otherwise provided, civil penalties shall be in the following amounts:
(A) First citation: warning;
(B) Second citation for same or similar violation: $100;
(C) Third and subsequent citation for same or similar violation: $500.
