Upon completion of the work and upon the approval thereof by the Street Commissioner or City Engineer, the deposit referred to in Section 907.02 shall be refunded to the person making it. If the work is not completed in compliance with the terms of this article, such deposit shall be forfeited to the City and shall be paid into the General Fund of the City.
