All officers, employees and agents making contracts on behalf of the City shall withhold payment in the final settlement of such contracts until the receipt of a certificate from the City Clerk to the effect that all taxes, interest and penalties chargeable or assessed under this article against the contractor have been paid.
Any official, employee or agent violating this section shall be subject to the penalty provided by Section 101.99 of the Codified Ordinances.
