The City Clerk may permit the proper officer, or his authorized representative, of the United States, the State or any political subdivision of the State to inspect returns filed with the City Clerk or may furnish to such officer or representative a copy of any such return provided such other jurisdiction grants similar privileges to the City Clerk.
