If any taxpayer refuses or fails to secure the license required by this article within thirty days after it is required under the provisions hereof, the City may proceed in the proper legal form to obtain an injunction against the taxpayer, restraining the further exercise of the privilege to use the streets and facilities of the City for the conduct of his business.
