The Mayor, acting for and on behalf of the City, and the Commission so acting, are each hereby authorized to exercise the right of eminent domain for the City in the name of and on behalf of the City, in such proceedings authorized by law, to acquire estates in land, including the fee, and easements and right of way to be used for the construction, operation, maintenance, repair, replacement and removal of public sanitary and storm sewer lines, water lines, and for such other equipment and facilities proper and necessary for the operation of a public water, sanitary sewer and storm sewer system, or either of them, within the City.
