149.11 OFFICERS; RULES; MEETINGS; RECORDS.
   The Mayor shall, at his discretion, appoint a chairman of the Parks and Recreation Committee. The Parks and Recreation secretary shall serve as secretary to the Committee. The Parks and Recreation Committee shall adopt such rules as may be necessary for the transaction of its business, hold monthly meetings open to the public and shall keep a record of its official proceedings which shall be open to the public. The secretary of the Committee shall maintain written minutes of all Committee meetings accurately reflecting the business transacted and shall file a copy of the same with the City Clerk. A quorum of the Committee shall be required at all meetings during which business is conducted. Five members of the Committee shall constitute a quorum.
