There is hereby created a Parks and Recreation Committee, the membership of which shall consist of nine persons. At least one of the members of such Committee, but no more than three shall be members of Council. If more than one Council member is appointed, the Mayor shall designate which Council member will be responsible for reporting Committee activities to Council. Council members shall serve until the end of their terms. All members shall be residents of the City and shall be appointed by the Mayor. No more than two non-Council members of the Committee shall reside in the same ward of the City. All members appointed by the Mayor shall be confirmed by Council.
The Mayor shall appoint the members of the Committee created by this section as soon as possible after the adoption of this section, such appointees to serve, two for a term of three years, two for a term of two years and two for a term of one year. Thereafter, on or before July 1 of each year, there shall be appointed members to replace those members whose terms have expired who shall serve for a term of three years from July 1, in the year of their appointment and until their respective successors have been appointed and qualified. All vacancies, other than by reason of expiration of term of office, shall be filled in the same manner as original appointments are made and shall be for the unexpired terms only.
The City Parks and Recreation Director shall be an ex-officio member of the Committee.
Members of the Committee shall serve without compensation.
