149.07 BUDGET AND EXPENSES.
   The Manager shall submit to the Mayor and Council a budget for each fiscal year for recreation and parks as a part of the budget of the Manager. Council shall thereupon consider such budget and make such allowances to the Manager for parks and recreation as it shall deem proper. All net revenues received from the use and operation of any facility operated by the Manager for recreational or park purposes shall be paid to the City Treasurer's General Fund. All expenditures made by the Department shall be accounted for to the City Treasurer and, where required by ordinances of the City or the City Treasurer, shall be handled, vouchered and requisitioned for and in the same manner as the other General Fund expenditures.
