The City Parks and Recreation Superintendent shall administer and enforce the provisions of this article. Every power granted or duty imposed upon the City Parks and Recreation Superintendent under this article may be exercised and performed in the name of the Superintendent or the Manager by any employee, subject to such conditions and limitations as the City Parks and Recreation Superintendent or the Manager may prescribe.
The Manager shall have the power and authority to establish, equip, maintain and operate recreational parks, playgrounds and other recreational facilities for public uses. The Manager or the City Parks and Recreation Superintendent shall, however, consult with the Parks and Recreation Committee prior to taking such action.
The City Parks and Recreation Superintendent shall attend the meetings of the Parks and Recreation Committee and afford technical assistance to that Committee.
