1711.02 BOARD OF APPEALS.
   (a)   The City Board of Appeals shall consist of five members, with up to three alternates, who are qualified by experience and training to pass on matters pertaining to building construction and are not employees of the jurisdiction. They may include, but are not limited to, a WV Registered Professional Architect or Engineer, or a WV Licensed General Building, Residential, Electrical, Piping, Plumbing, Mechanical or Fire Protection Contractor, with at least ten years experience, five of which shall be in responsible charge of work. Three members being present shall constitute a quorum at any appeal hearing.
   (b)   The City Building Code Appeal Board shall consist of the five members detailed in subsection (a) hereof and shall be nominated by the Mayor and confirmed by the City Council and shall be appointed as follows: one for five years, one for four years, one for three years, one for two years, and one for one year. Thereafter, all appointments shall be for five years or until a successor is appointed.
   (c)   The Mayor shall nominate and the City Council shall confirm two alternate members who shall be called to hear appeals during the absence or disqualification of a member. Alternates shall possess the same qualifications as members and shall serve five-year terms or until a successor is appointed.
   (d)   Time of Appeal. The City Building Code Appeals Board shall render a decision within thirty days from receipt of the appeal.
   (e)   The City Building Code Appeals Board shall serve as the appeal board for each of the national codes adopted herein and shall serve as a single appeals board for the entire Building Code and the City Floodplain Ordinance.
